The Parliamentary Standing Committee on Constitutional and Legal Affairs kicked off its oversight visits in Zambezi Region yesterday. Members of the delegation are, Hon. Paula Kooper, Herlinde Tjiveza, Hon. Reiginald Diergaardt led by the Chaiperson of the Committee,Hon. Kletus Karondo.
The Committee was briefed on the achievements and progress, as well as the constraints and challenges faced by traditional authorities with regards to the implementation of the Community Courts Act, Act No 10 of 2003.
Both courts (Masubia and Mafwe Traditional Authorities) shared similar sentiments on low payments of allowances being a contributing constraint and challenge in the smooth running of some activities at the courts. The Traditional Authorities, however, praised the establishment of Community Courts in their areas for being a positive driving force in reducing criminal activities.
The narrative shared was that the Magistrate court continues to receive better resources compared to Community Courts which makes Community Courts feel that traditional courts are overlooked in many areas.
